I hope this message finds you happy, healthy and enjoying some cooler weather.
Earlier this year, we began with approximately 1,650 potential layoffs. With agreements between LAPPL, EAA, and partnerships with the LA City Council, and CAO, I am very happy to report the Los Angeles Coalition of Unions reached a tentative agreement to avoid ANY layoffs for the remainder of fiscal year 2025-2026. AFSCME voted in favor of this agreement. This is a huge achievement from where we started. Mayor Bass recently signed a directive to cease the layoff process, however, our work is not done ! Unless the positions on the layoff list are restored, they will be eliminated as of June 30, 2026. I, along with our Coalition partners will be working very hard in the coming months to have employees transferred to proprietary (self or specially funded) departments. If we are successful in doing so, there will be no need to take ‘up to five unpaid days off’ as per the agreement.
Open enrollment for city benefits is October 1 – October 31, 2025. As you may have heard or seen, there are some changes with our benefits. Anthem health plans are ending and will be replaced by United Healthcare and Blue Shield. We have been receiving mailers and emails announcing these changes. I encourage each of you to take part in the webinars and in person counseling sessions to have all your questions answered.
Due to the extensive discussion points scheduled, our Executive Board meetings will no longer include an open session. Any important actions taken by the Executive Board will be reported and discussed at the next General Membership meeting.
