A Message From Your President

Hello, Mighty 3090,

I hope my message finds you all well and prepared for the upcoming holidays.

I want to provide an update on where 3090 stands in the layoff process. Within MOU 3, we currently have 22 positions in substitute authorities. Including LAPD, the number is 140 total. Personnel Department has begun their “tour” of reaching out to those that remain at risk of layoffs. I attended both meetings (virtually) and they were very informative. They invited Personnel Division and LAPD as those two departments have the most positions affected. They are in the process of scheduling another meeting for January. I highly recommend those within substitute authority positions attend. The tentative agreement reached between the Coalition and the City means there will be no layoffs within fiscal year 2025-2026. If funding is not restored, those positions are in danger of being eliminated as of July 1, 2026. Please visit the Personnels website and learn more about the ETP (Expedited Transfer Process).

We will be hosting several training sessions in 2026. One of them, “The Hour of Power” will be held on Tuesday, January 6 from 12-1pm, and another on Thursday, January 8 from 6:30–7:30pm, addressing Weingarten rights. Download the attachment for registration information.

If you or someone you know are struggling with food insecurity this holiday season, please visit lcs-la.org. Labor Community Services is part of the Los Angeles Federation of Labor. They have several food distributions, and toy giveaways. Please reach out to them, it is a fantastic organization and they are here to help.

I want to wish each of you a wonderful holiday season and a VERY happy 2026. I’ve said it before and I will say it again. It is truly the honor of my career to serve as your President. Thank you for all you do for the city and each other.

In Unity and Solidarity,
Larry Gates
